The phrase, "Nero fiddled while Rome burned" always annoyed me, since there were no "fiddles" around for another 1500 years.

TBH, Nero likely didn't play any musical instrument during the fire, but if he did, the lyre would have been the logical choice as depicted in the cartoon.
