The point of the OP is that the process wasn't followed, but the president can declassify any damn thing he or she wants.
Do you recall JFK getting arrested for allowing disclosure of the Cuban missile site photos, or Jimmy Carter getting arrested for disclosing the existence of stealth aircraft?
Being able to declassify information is inherent among the things the president can do.

by the way, Kash, what security clearance did you have at the time? Were you cleared to view information at the highest level of classification?
