How was Philadelphia affected by Sandy?

I am curious whether Romney ad buys in Pennsylvania are motivated by a theory of lower Philadelphia turnout.

Blue Pennsylvania counties like Montgomery, Bucks, Lehigh, Northampton, were heavily hurt with power loss. Some of it is still not restored.
