Where people were pleading with Reagan to help fund several programs. I'm paraphrasing the first part of it, but the gist of it was essentially this:

"We need more money for education."
Reagan: "We can't afford it."
"We need more money for social programs."
Reagan: "We can't afford it."
"We need more money for health care."
Reagan: "We can't afford it."
"What if we reduced military spending?"
Reagan: (angrily) "Good God man, how are we to protect the things we already have?"
