He wasn't getting into the car because he knew of the plan to not certify the election if he was whisked away, not because he felt he was in physical danger. He was in more danger from the seditionists.

But to me, it doesn't look like he was being blackmailed because I think he's just not as corrupt as the rest of them. Hence, doing the right thing and certifying the election.
