Brown: Talking to a source that the FBI believed that Trump and his aides had not turned everything over that belonged to the government. What I'm told is the FBI was concerned that some of the documents that remained at mar-a-lago had national security implications.

Or who's had access to them.
He's had the documents for almost 18 months.
I can imagine a number of his people were aware of them and saw them, from aides to handlers to cohorts to foreign agents.

I'd entertain any alternatives, but those two are my top choices for what the former guy was planning to do with the documents he wasn't supposed to have.
