Why does Occam's razor not apply?

Is not the simplest and most obvious explanation of tfg's theft and concealment of highly classified nuclear-related documents that he intended to sell them for cash or trade them for favors to foreign adversaries of the US?

What other motivations are reasonable?

He loved the image of being the All Powerful One and he kept those documents to sustain the fantasy.

Or he just took them to sell for cash.

Stealing just to have it as a trophy of sorts may happen sometimes, but very, very rarely.
