If Trump declassified the documents, he would break the law that he's being investigated for.

18 U.S. Code § 793 does not refer to document classification.

In a nutshell, anyone who possesses or transmits information respecting national defense to any unauthorized person commits the crime.

If Trump declassifies sensitive national defense documents he is making them available to unauthorized persons and thereby has committed the offense.

His statements of de-classifying the documents is an admission of the crime.
