If you’re familiar with his movies, he has this halting, weird (and unique) style of speaking. All his parts, he’s kinda the same.

Think about when Obama first burst out of Iowa. Lot of conversation about his unique style. Walken is definitely different that Obama but unique in his own way.

The punctuation was an attempt to imagine what it might look like in writing.
