but on public property, there is no law preventing someone from making an ass of themselves wearing a costume like that, it's protected 1A speech.

Cohen v California, (1971), held that wearing a jacket into a courthouse with “Fuck the Police” on it was protected speech. This is no different. The First Amendment isn’t there to protect popular speech (although it certainly does that, too).
