This is a new district that seems designed to be Republican - very conservative, very rural, very White. A lot of Buffalo suburbs and surrounding area were moved into to isolate Buffalo and (I think) Niagara Falls into a small liberal enclave. The Cattaraugus County has been called an extension of Appalachia. This is west of the region the Buffalo shooter came from, but it has similar political leanings and demographics
