TS/SCI docs are NEVER allowed on unsecured networks or storage devices. Even paper copies are highly restricted, though obviously not well enough.

But nobody could have walked out of a scif with docs on a usb key that tfg could access once he left office; nor could they be copied unencrypted.

Paper was just his only choice. He may have been too lazy to have them scanned or saw no need.
