Q: At what point in an investigation does the DoJ issue Target Notification letters?
I assume if they issue one, it would be before an actual indictment. But if they do issue one, at what point would they do it?
Because if it hasn't been crossed yet for the former guy, I can't believe they are treating him as one.
I doubt trump would keep it a secret. Nor would his lawyers or aid's.
So what is the process with target letters?
