Judge Reed O'Conner is one of the worst partisan hacks out of Texas. This is the same judge that ruled the entire ACA unconstitutional in 2018.

Jonathan Mitchell, who founded a one-person law firm in 2018 intending to challenge decades-old Supreme Court rulings, brought the case Braidwood Management Inc., vs. Xavier Becerra, in the Northern District of Texas.
There, United States district judge Reed OConner ruled in favor of plaintiffs who argued that paying for insurance that covers PrEP violates their religious beliefs because PrEP enable[s and encourages] homosexual behavior.
In the 42-page ruling, OConnor writes, The PrEP mandate violates Braidwoods rights under [Religious Freedom Restoration Act].
Mitchell helped draft Texass Senate Bill 8, the restrictive 2021 abortion law that made everyday people bounty hunters who could sue anybody they believed may have been involved with the procedure.
OConnor was appointed by George W. Bush in 2007. He is no stranger to controversial rulings.

(8,252 posts)My understanding is that each district makes the rules for how they assign civil and criminal cases. Republican "activists" know this and use this to their advantage to increase their chances of getting a favorable judge.
I posted this a couple of months ago. Steve Vladeck assisted on a brief to SCOTUS to explain how they do it.
