Trump violated procedures, norms, and the law during his 4 years as president. Top Secret documents brought to the Oval Office are to be brought in a locked briefcase, chained to the courier. The president should have signed when he got the documents and signed that they were returned. Mike Pence's security advisor said today that she saw top secret documents laying on Trump's desk that should have been in a safe in a SCIF.

Trump also tore up documents, flushed them, ate them, set them on fire, wrote notes on them for 4 years. No one stopped him.

The question shouldn't be why did Trump take the documents, it should be why should he think he couldn't?

Arrest him now.
