Graham's national abortion ban is an attempt to control the issue in blue states

where state legislatures will not implement an abortion ban.

Then once it takes hold nationwide, they'll start restricting the time period of 15 weeks more and more, and there will be nothing states can do about it (despite the Rs proclaiming it's a state's rights issue).
