The migrant flights originated from Kelly Field, a joint use airport...

...used for both military aviation and civil aviation. Because both civilian flights and military flights use this airport there is an assumption floating around that the flights originated at a military airbase. This article from the Joint Base San Antonio website explains the dual nature of this airport better than I can.

I found earlier posts making this claim of military base and thought that was strange. Thanks for the clarification.
