I do believe he is truly repentant but, yes. He is like, for example, Mika and Joe that way. They get as much advantage as they can from associating with tfg and then try, with varying degrees of success, to dissociate themselves from him.
Those are the ones who raised him to the ridiculous height he reached. For that, they bear a lot of responsibility for the way the world is right now and that can't be changed.
But it seems like those may also the people who help to bring him down, so there is that.
