But I suspect a white hot chunk of shrapnel punctured the fuel tanker and set them off.

They're probably halogen or incandescent bulbs, which are prone to exploding. As for the original explosion, word is now out that it was self-inflicted, and not deliberately set. This truck was a Russian tanker coming from the Russian side. It wouldn't surprise me if it was caused by the driver or a passenger lighting up a cigarette. It could just as easily be a crappy Russian truck doing what crappy trucks do-falling apart. Could've been a part falling down and dragging on the pavement, causing a spark.
