MSNBC is carrying it. I think it's on student loans. I just heard this a few minutes ago and it's now 3:10 p.m. EST.

I hope he focuses on how republicans are sabotaging his efforts and we need to GOTV to insure this program.

Answer was yes, this is what they are trying to do.

Eight million people have already applied at website cited above.

on edit:

Number eligible to apply: 43 million. The website was a beta launch this last Friday.

People are reporting they filled out the form in about 60 seconds.
