on account of Jim Comey announcing that they were re-opening their investigation of Hillary's emails? The policy exists to avoid possibly influencing the outcome of an election, which is exactly what likely happened in that case. But the fact that TFG hasn't been indicted yet probably has more to do with the current status of the investigation and/or the progress of the grand jury.

They are following the rules to a meticulously difficult level simply to keep the bar as high as possible. They had to try and impeach Clinton simply because Nixon had left such a bad stain on them. Even though we all know they had nothing. It will be trying to remove the Trump stain for a long long time

And follow them.

In this case, it's to avoid acting with bias. Sort of important for a JUSTICE department to stay on top of.

Sometimes, doing the right thing, like following rules to avoid acting in a partisan manner, isn't popular. Same as being a parent telling your kid he can't have another cookie. It's not popular, but there are reasons for it that are important.
