His chief activity is lying with a persona of serious sincerity. Dick Cheney had the same act, but the snarly, gnarly evil was readily apparent.
My conjecture with ¢ is it must have some connection to his 'evangelical' beliefs. Pious hypocrisy is a form of mendacity. ¢ wants power, and ¢ expects to be admired; yet, he does not have integrity. ¢ has a hollow center.
