in a lot of states, particular cities, counties, whatever, are strong indicators, and if a candidate is winning that area, it may be very likely that they'll win the whole state. But I personally think it always matters way more if a much higher % of the whole state is in.

... results.

if the same precincts are compared from election to election....you may be able to predict the overall based on the movement on the low percent. But you have to literally compare same precinct information....
