Why can't someone else make a knockoff Twitter platform?

Trump's truth social blatantly ripped off Twitter's design and layout without repercussions.

Why can't someone give people an alternative to Musk's new toy?

I left Twitter the day musk carried that stupid sink into the offices. I now have Community Social, which is pretty good but glitchy lately (I assume because of an influx of Twitter refugees). I tried Mastadon but didn't like the format.

How hard can it be to duplicate Twitter if the morons who work for Trump could pull it off?

That might limit their access to use proprietary Twitter code and architecture in a competing social network company. So "rebuilding Twitter" is not really an option.
However, hiring a large number of former Twitter technical, engineering, and marketing staff, giving them a barebones social network as a sandbox, then asking them "what would you have needed to do to make Twitter better without having Twitter?" Is an option.
The only problem is being able to keep the money going until they could get off the ground. Which requires big investors.
I'm sure Microsoft, Amazon, or Google have considered such a move.

1 And the whole earth was of one language, and of one platform.

2 And it came to pass, as they journeyed from the east, that they found a plain in the land of Twitter; and they dwelt there.

3 And they said one to another, Go to, let us make brick, and burn them thoroughly. And they had brick for stone, and slime had they for mortar.

4 And they said, Go to, let us build us a social media empire; whose top may reach unto heaven; and let us get attention there, lest we be scattered abroad upon the face of the whole earth.

5 And the Lord came down to see the city and the tower, which the children of men builded.

6 And the Lord said, Behold, the people is one, and they have all one platform; and this they begin to do: and now nothing will be restrained from them, which they have imagined to do.

7 Go to, let us go down, and there confound their websites, that they may not witness one another's speech.

8 So the Lord scattered them abroad from thence upon the face of all the earth

But it can't be duped without getting the developers into serious copyright infringement issues.
