Ness pretty much failed to stop The Outfit in Chicago and then couldn't get elected Mayor of Cleveland. He married three times, supported himself doing forgettable jobs, then drank himself into an early grave.

The Kevin Costner movie was a fine bit of fiction, er, creative license.
