Romney not conceding is about setting the narrative, not winning the election.

They know they've lost. Now they're going to try to suck the excitement out of the president's victory and call into question the legitimacy of his win.

This is about setting a narrative of "no mandate." They know they can't win.

It's another con by the biggest cons to run a campaign for the presidency, aka the Republican Party.
