The Rule against Bias.
His point is this is very originalist, going back to Roman Law, which should please Alito with his interest in historical allusions.

and all of his own (Senator Whitehouse's) attempts to investigate the improprieties. He listed the constant runaround responses that he got for a full year when looking into this.
His detailing of each issue was like bulleted points - short, to the point, pulling no punches. Then he said that his bill would address the ethics problems at the SC.
Came across as being on top of this and not taking any BS.

Employees at many private companies must comply with ethical codes to avoid even the appearance of a conflict of interest.
Don't you think Justices on the highest court in our land should as well?
If the Supreme Court won't adopt a code of ethics, Congress must require them to.
