Durham knew if he attempted bringing any criminal charges on the substance of the report he'd be laughed out of court, just like the two process crimes he brought before a jury. He might even be looking at personal sanctions or a malicious prosecution suit.

But he knew that the Trumpists wanted something. They didn't need a conviction, or even an actual prosecution. They just wanted something to point to so they could create an alternate history about Trump's relationship with Russia and thus whitewash it to their satisfaction.

Throwing out vague accusations without criminal allegations was the low risk, high reward path for Durham.

After Years of Political Hype, the Durham Inquiry Failed to Deliver {NYT article title}

Bullshit article by NYT...a cover up.

The Durham report did deliver, but the left is trying NOT to face the music.
Operation Crossfire Hurricane was revealed to have had no factual
predicate to begin the operation against a candidate for president and
against a duly elected president..The FBI created it out of whole
cloth from Hillary Clinton operatives.

They should be jailed for life, along with Strzuk and others. It was
treason. A firing squad would be too good for some of them.

They pleaded guilty to altering an email that was used to support a surveillance application.

That was basically it. The rest is all procedural arguments and semantics about limit versus full investigation and hand waving. It's unlikely to affect how the FBI operates because it is obvious to everyone involved it was a politically motivated investigation that reached a politically motivated conclusion.

It's a lot like White Water where the investigation did a lot more than what it was assigned to do, and found a minor offense that really has no implication in the real world. One might argue the Durham and White Water investigations were much more damaging to process than the FBI's investigation of the world around Trump in 2016 as every government agency found a lot of smoke and fire from Russia and the Trump circle.
