(R)asmussen: Obama job approval at highest levels since July 2009

They currently have him with a 54 percent approval rating, 45 percent disapproval rating.

My question: Who are the 3 percent who approve of his job performance but didn't vote for him?

Believe it or not, many people have their stated attitudes changed by an election....It's rather like the Band Wagon effect of polls. Before the states became so locked in their "colors" results of the eastern states were not announced until polls had closed everywhere. People like to vote for a perceived winner. The same is true of polls taken now...people want to be perceived as having voted for the winner....
The Band Wagon effect is one reason the GOP was so heavily invested in polls showing Romney ahead of Obama....There are people who actually vote for a candidate based solely upon their expectations of that candidate winning the election....
