The National Archives was the lead on the documents case for over a year. DOJ was brought in because Trump was ignoring requests from NARA to return the documents. Once DOJ was brought in everything started to snow ball and here we are. Don't blame Garland for this. Trump and only Trump is to blame for this. He took the documents and the rest is history.
