The question is why didn't the Director of the FBI tell Holder and Clapper - D.N.I.

according to that article.

And Di Fi was not told at all -- she had to call Petraeus when the media started asking her for comment.

Congressman Rogers (head of House Intelligence Committee) was fully briefed by FBI before the WH was told. Why was he read in and his counterpart in the Senate was not and why was he told before the D.N.I ?

I think the FBI was clearly playing politics and Dir. Mueller needs to be removed.

However, I wonder if there are two separate instances that are being conflated into one by WSJ.

In the aftermath of the investigation, some lawmakers are aiming criticism at the FBI and the Obama administration, including Attorney General Eric Holder, who knew about the email link to Mr. Petraeus as far back as late summer. A House Republican leader also learned of the matter in October. Some argue that Mr. Petraeus shouldn't have resigned; others said that the FBI should have formally notified Congress earlier.

From early June:

Attorney General Eric Holder said on Friday he had assigned two U.S. attorneys to lead investigations into the possible leaking of state secrets.

"The unauthorized disclosure of classified information can compromise the security of this country and all Americans, and it will not be tolerated," he said in a statement.

Holder assigned U.S. Attorney for the District of Columbia Ronald C. Machen Jr., a Democratic appointee, and U.S. Attorney for the District of Maryland Rod J. Rosenstein, a holdover GOP appointee, to lead the investigations.
