irrational decimals go on forever without a repetitive pattern. His percent would have to be rational (the number of votes he got / the total number of voters) * 100. Since both his vote number and the total are integers that is by definition a rational number.

I incorrectly thought if Mittens got 47% our guy would get 53%... I now know better...
