Despite the fact that he never cracked 50% approval and maintained, through his reign of error, the hugest "strongly disapprove" numbers of any president ever outside of brief periods of massive scandal, such as Nixon right before he resigned.

He may well have been the most consistently unpopular president we've ever had.
