They are usually not unidimensional.

The consensus is that Johnson was presented with compelling information which left him with
no other option in terms of national and global security.

He apparently did not want to be known for being responsible for WWIII.

But he was also being crafty and self serving.
He knew Marge and her flying monkeys were coming after him.

He must have gotten some commitment from the Dems they would give him
cover if Marge did her thing.

So Johnson figures he can pass the package and squash Marge like a bug at the same time.
Which is exactly what happened.

And yes he still kisses Trump's ass. Johnson is covering all his bases.
