I would ask that ANY programing be turned to a lower level (and possibly suggest ear buds - because any playing of personal entertainment in a confined space - airplane, train, bus - is a form of assault, and understood by many people to be just that)

As for the second part - I would probably tip, because I have sympathy for people that depend on tipping - and then go ahead and make a complaint, together with driver ID, to Uber. This person probably doesn't last long ...

If they refused, definitely no tip, a bad rating, and a report to Uber (or Lyft)

You're the customer. Completely reasonable. You don't have to be subjected to that.

Am I right in remembering that there's actually a setting in the app where you can request no radio playing?

If driver puts up a stink, leave a review, but don't get into nature of content, just that it was too loud and you made request to turn off.

And if the latter, I'd make my experience/reasoning clear in the review.

Have him stop right there and get another uber to finish the trip.
Not sure how that would work since I have never used uber.

Thankfully, the U.S. government did right by him after the fall of Kabul and got him and all of his family the hell out of there. In talking to him, he expressed nothing but love for the U.S.

There are no uber drivers anywhere around here, as I live in the sticks. So, if he/she was pulled over to the side of the road, I'd yell, "Are you lost?" But if they were simply driving by as I walked the dog, I'd most likely just laugh, knowing they were lost.
