My guess is that the White House knew the political risks in the Kerry vs. Rice

nominating situations and predictable outcomes before Rice made her withdrawal. I don't see how they couldn't.

I am supposing that they focus grouped the important question of which candidate to run for Kerry's seat during a special election would be winnable over Scott Brown and this process has been thought through. We just don't know yet who came out the winner.

When there is a possibility of losing a Senate as a result of Rice's withdrawal from the race, they must have had some certainty going forward. Not 100% because nothing ever is. But at least enough to pick the strongest possible candidate.
