full bore on an emergency accelerated program that would resemble being on a war footing.

about party lines, not one of the more well known movies, it was more on the B movie level and was comedy oriented. It may not have had Party Line etc. in the title but the gist of the movie was that people kept getting things mixed up. I've searched for it now but all the references are to other films. As I recall nobody in the film was recognizable by name. The movie was actually very accurate to how the old phone system worked and how people would "listen in" etc.
