... I think TACO felt he could go the Strongman Route: Consolidate and never let an opposition leader get in any sort of path to power. Staying on the throne precludes siting in a prison or in exile without access to one's wealth.

The difference here is there is no American popular culture of being without the ability to vote someone out who did not then leave office. In some ways, their insistence to make guns so part of American culture, has made the American public a well armed, if not effective guerilla counter force to the military - which itself is not of one mind. It's a huge piece of real estate to monitor even with 30% of folks behind you.
