No raingear.

Anecdote. A Coast Guard buddy and I were walking though the base. He was pretty sloppy. A chief spotted us and tore my buddy a new one. And later marched him to the base barber.

He stared me up and down. Squared away, polished shoes. Neat uniform. Nice haircut. Clean shaven. He found a plastic cover on my cap and roared. "Remove that cover. It's non-uniform"

That is all.
