people were required to attend, and if they didn't show adequate enthusiasm they would get called-up for...whatever happens under facsist regimes.

Trump is trying to imitate totalitarian military parades but he is unaware that the crowds attending are coerced to attend and coerced to show approval. He doesn't know that nobody really likes these events. He thinks those old videos show something real.

I'm sure he isn't past doing that coersion. But first he has to learn that the coersion is necessary. Only the dictators attend willingly.
