My guess is because we are being "governed" by an administration full of idiots with no self-awareness.

Or it could be an act of Malicious Compliance. But I'm less likely to believe that. But it's possible.

When you look at what Trump is doing to our country, its economy, our government agencies, the rule of law, and our international relations -- especially with our former closest allies -- it all looks made to order by Vladimir Putin.

If you did not know what the Russian flag looked like, it looks like someone used simple graphics to put together what they thought would be an innocuous poster. They might not have even seen the blue as anything other than background.

Maybe if they watched tennis or the Olympics they might have seen the flag used TO IDENTIFY the country. The weird thing is that you would think someone had to sign off on the poster.

Given the ease of using graphics packages, I would imagine a relatively junior, young political aide in DOD, hired because they like Trump could have both the skill to create a decent looking flyer and the lack of knowledge. Their boss, similarly hired as a Trump loyalist, might not know it either.
