(23,369 posts)with high water but nothing even close to yesterday. If NOAA and National Weather Service had been at normal capacity the slower movement of the storm probably would have been seen.
This event was unique in that it dropped 13" in a very short period over one spot. The water literally has no place to go because the ground is like bricks and won't soak up the water, so it fills up the channel and spreads out. Ancillary drainage channels could have diverted the water somewhat but it is really difficult when that much falls at that rate. That amount of rain over a 24 hour period would have had far less impact.
Problem is, while the weather radar and all that will show the approaching system, it can't predict that a storm will stall and just dump for a couple of hours. Think about that hurricane that veered inland and caused all the flooding in eastern Ky and Tennessee last year.
I was at my daughter's house in Phoenix during Monsoon Season when a rainstorm literally stopped on top of her neighborhood. We could not see the house next door! It rained solidly for 2 hours, approximately 2 1/2 to 3 inches right in that same spot. In no time she had water coming into her house, her back yard had a roaring stream, her swimming pool flooded, the water in the street was over a foot deep and the large drainage pit in the front yard was full in maybe 10 minutes. (it is a large cone shaped hole about 8 feet deep and 10 feet in diameter with a drain in the bottom, and had not filled up like that for a long time). We learned later that other houses in the vicinity flooded a foot deep.

(84,253 posts)The outcome was probably somewhere within the range of possibilities. They are pointing to the weather prediction, but thats not as much of an issue as any kind of emergency detection and alerting. Why wasnt the extreme weather recognized and why wasnt anyone notified?

The NWS provides the data for the whole country to predict weather from. They no longer have the money to launch as many weather balloons to get the data everyone needs. So your weather people are guessing now more than before. If they had had more data they could have been more accurate and would have been likelier to know this was going to be catastrophic so they could warn people better.
NWS is a basic function of government that keeps us safe. Theyve been slashed to nothing. Expect more surprise events. People think that local weather stations have all this state of the art equipment when they dont. A lot of states have gaps in Doppler Radar coverage even. The local weather people are relying on data from the NWS to make accurate predictions.

(3,690 posts)AccuWeather released a warning hours in advance and apparently the NWS issued one very shortly thereafter. That would have been on Thursday. Texas officials were blaming the weather service for inaccurate information they supposedly released on Wednesday. AccuWeather issued an imminent flooding warning at least 30 minutes in advance of the flood hitting that area. But we need to know the details of what the warnings on Saturday Thursday and early Friday actually said to provide warning of just how much danger everyone was in.
We have a ways to go in finding out all the failures that led up to these horrific deaths. .
A couple of my friends grandchildren and were at two camps in Hunt, Texas that were flooded. Amazingly they were rescued but many other campers are missing. It is so heartbreaking.

They told him 48 hours in advance, but DeSantis literally blew it off until about 12 hours before it hitting. DeSatan told the people of Ft Meyer to evacuate, and by then it was too late.........DeSatan lied to the people in Ft. Meyers that the NWS had never told him.........and blamed the entire destruction on Biden, as if Biden could control the weather. Then 24 hours later DeSatan was screaming his head off to the people in Florida that he was requesting FEMA and other help, and Biden wasn't helping at all......... IN REALITY, when asked for help by DeSatan, Biden replied: I started FEMA and all kinds of other help, two days ago when the forecast changed......

The state OEM seems to me to be trying to redirect attention away from any possible state failures to blame things on the National Weather System. Why else would they say the WEDNESDAY warnings were for a mere 3-6 inches? What about Thursday warnings?
Were they asleep? Vacationing? Governor Abbott is usually the one giving press conferences in the immediate aftermath of an emergency. Instead it was Lieutenant Governor Dan Patrick speaking as the Acting Governor. So Abbott almost certainly was on vacation on the 4th.
Did they take a chance on public safety by not funding an early warning system for the Guadalupe River?
Something does not seem right.
Remember the many problems with the state's response to Uvalde and their self-laudatory press conference afterward that turned out to be a sham.

Plus the Texas officials who were ragging on the weather service referred to forecasts from WEDNESDAY not Thursday. Pretty sure they are redirecting attention from state failures, such as to fund an early warning system for the Guadalupe River.
I'm in Wimberley where the 2015 Memorial Day Weekend Flood killed eight, including all but one of a family vacationing together from Corpus Christi in a house that was lifted off its stilts and floated down the raging river where it was hurled against the bridge. The aftermath of that flood was significant upgrades of communications, the installation of an early warning system of flood gauges, and a reverse 9-1-1 system to call and warn folks of weather emergencies and the like. So why didn't the Guadalupe River have one???

The weather service list higher level of 6 rain. They got 15. The river rose 30 Foot.
Max 6 rain would not of cleared the upper bank or even come close.

(3,690 posts)While I was able to find out that cuts have affected the NWS San Antonio-Austin, which includes Kerr County, no reporting that I found showed the degree to which they are understaffed
However, the Washington Post reports that AccuWeather and the NWS issued flooding watches for the area a number of hours in advance, and AccuWeather at least issued an imminent flooding warning 30 minutes in advance.
While Trump administration cuts may have played a role, they dont appear so far to be directly implicated.
I want to blame them as much as the next anti-Trumper, but with the constant fanning of fires by the swirl of disinformation and misinformation pushing us towards civil war, I think it is important to slow down and be careful.

With climate change there are many more storms to track - what falls through the cracks due to lack of resources???
His cuts to science in general are stupid and will have long term consequences for our country and the world!

The staffing shortages suggested a separate problem, those former officials said the loss of experienced people who would typically have helped communicate with local authorities in the hours after flash flood warnings were issued overnight.
The shortages are among the factors likely to be scrutinized as the death toll climbs from the floods. Separate questions have emerged about the preparedness of local communities, including Kerr Countys apparent lack of a local flood warning system. The county, roughly 50 miles northwest of San Antonio, is where many of the deaths occurred......
The National Weather Services San Angelo office, which is responsible for some of the areas hit hardest by Fridays flooding, was missing a senior hydrologist, staff forecaster and meteorologist in charge, according to Tom Fahy, the legislative director for the National Weather Service Employees Organization, the union that represents Weather Service workers.
The Weather Services nearby San Antonio office, which covers other areas hit by the floods, also had significant vacancies, including a warning coordination meteorologist and science officer, Mr. Fahy said. Staff members in those positions are meant to work with local emergency managers to plan for floods, including when and how to warn local residents and help them evacuate.
That offices warning coordination meteorologist left on April 30, after taking the early retirement package the Trump administration used to reduce the number of federal employees, according to a person with knowledge of his departure......
John Sokich, who until January was director of congressional affairs for the National Weather Service, said those unfilled positions made it harder to coordinate with local officials because each Weather Service office works as a team. Reduced staffing puts that in jeopardy, he said......
An equally important question, he added, was how the Weather Service was coordinating with local emergency managers to act on those warnings as they came in.
You have to have a response mechanism that involves local officials, Dr. Uccellini said. It involves a relationship with the emergency management community, at every level.
But that requires having staff members in those positions, he said......
Typically, Mr. Sokich said, the Weather Service will send an official to meet regularly with local emergency managers for what are called tabletop operations planning ahead of time for what to do in case of a flash flood or other major weather disaster.
But the Trump administrations pursuit of fewer staff members means remaining employees have less time to spend coordinating with local officials, he said.
I have been through a number of hurricanes/storms including Ike, Allison, Harvey and lately Berly. There were weather service people coordinating with local officials during all of these storms. Here the DOGE and trump cuts meant that the weather service did not have the staff available to coordinate with the local officials.
