A 20-year-old American from Florida was beaten to death by Israeli settlers on Friday while visiting relatives in the occupied West Bank, according to his family and the Palestinian Ministry of Foreign Affairs.
Sayfollah Musallet, known as Saif, was brutally beaten to death in the town of al-Mazraa ash-Sharqiya, north of Ramallah, the family said in a statement on social media and confirmed to NBC News. According to the family, a group of settlers blocked an ambulance from reaching Musallet for about three hours.
After the settlers cleared, Musallets brother was able to reach him and carry him to the ambulance, according to the statement. However, Saif died before reaching the hospital.
A second man, Mohammed al-Shalabi, 23, was also killed in the same incident, according to the Palestinian Ministry of Foreign Affairs.

West Bank settlers are NOT the Israeli government.

Legal settlements must be built on state land, have building permits from the government, and be established by a government resolution. Settlements that do not meet those criteria are West Bank outposts, which are illegal under Israeli law. Most of the world also considers settlements to be illegal under international law.
According to Israels Central Bureau of Statistics, there are 451,700 Jews living in West Bank settlements as of the year 2020. Between 20,000 and 30,000 more live in illegal West Bank outposts. All settlements are located in Area C, the 60% of the West Bank controlled by Israel. Given that Israel has not annexed the West Bank, Jewish settlements in the territory are not considered by Israel to be under its sovereignty. Emergency regulations renewed every five years extend Israeli criminal and some civil law to Israeli citizens in the West Bank.
Today, one-third of settlers are Haredim, one-third are secular, and the remaining third are religious Zionists.

Just to be clear, I have always been against the settler movement - I consider it evil. I am not well informed as to how much the Israeli government is supporting them and the opinion of the citizens of Israel proper.
I do wonder about the secular settlements and their relationship to the Palestinians living the the West Bank and how it compares to the Haredi settlements.

How are they not supported by the Israeli government, as the government must issue building permits? The UN says the settlements are illegal.
