I wasn't watching Rev. Al very closely just now, but did a guest just say . . .

That the Pentagon budget could be cut by $80 billion and they wouldn't even feel it? Just think what that $80 billion could be used for, if that is true!

They all play the 'year-end money' game- If they have money left over, they find something to waste it on in order to justify next year's budget. We notice it more with Defense because of the sheer volume of the funds they receive.

I can say they will jump through hoops to balance their budgets for the fiscal years, but yes, there is excess monies out there. I spent many long hours fighting the program managers to scrub their budgets in order to send money to other installations for various reasons, Hurricane Andrew being one of them. They always managed to find the resources I was asking for.
