It's a lot easier than banning guns and there is no constitutional basis argument to fall back on...the state has the previously-adjudicated right to bar anything that can be used to produce taxable-goods in a matter to circumvent taxation if it is factually being used to circumvent taxation.

It's why I can't grow my own tobacco and build my own still unless I proactively seek out the proper tax-collection agencies and get my tax-stamps. Someday marijuana will be legal and taxed and people will have to pay taxes on homegrown to the proper authorities.
