Individual stations are. Some are owned by the networks, the vast majority are not. ABC isn't going to sue. Their biggest affiliates aren't going to sue. Might an individual station, or a commonly owned group of stations that didn't want to lose the show have standing? Closer call, but I don't see anyone stepping up.
