He is substituting for Andrea Mitchell and was trying to play gotcha with the head of the teacher's union. His big question was in regard to violence in schools was to try to see if teachers would be willing to give up their retirement plans to hire psychologists. He also wanted to know what was wrong with LaPierre's proposal that every school have armed guards since all college football games have them present. I guess Luke sees all children as potential drunken college kids.
