Most federal tax revenue is sent directly by private individuals and businesses to the irs.

The only tax dollars I can think of that state governments send to the federal government is the money they withhold as employers, i.e., money owed to the irs by state government employees.

Knowing Donnie, they'd just start prosecuting those employees (minorities and notable democrats first, or course) for nonpayment of taxes. Not to mention that they'd stop sending federal dollars to that state.

Many blue states send more money to the federal government than the other way around, but that includes those individual and business taxes. Take those out and I'm not sure it's a win for the state.
