We would like to have laws on the books that prevent a gun capable of killing 20-30-40-50-60-70-80-90-100 people in a matter of a minute or two or three in the hands of anyone.

In exchange, here is the really gross part, we are willing to allow guns that can kill 5-10 in few seconds.
