If the people who have a legitimate claim to a resource take it... that's stealing.

Trump seems to think that the oil they would have produced, going back almost 50 years, represents what has been "stolen." and should be repaid by allowing America to take from their oil reserves. You may remember that Trump previously said we should have taken Syrian and Iraqi oil.

Like a number of other oil-producing nations, Venezuela, decades ago, nationalized its oil industry, which is operated by Petróleos de Venezuela, S.A., or PDVSA.
Venezuelas natural resources never belonged to the United States, David Goldwyn, president of Goldwyn Global Strategies, an international energy advisory consultancy, told The Washington Post. While there have been charges of expropriation, which have been arbitrated in an international tribunal, there is no basis for arguing that Venezuelas oil was stolen from the United States.
